Need a mobile application that can recognize a voice and translate to SMS

Client needs an application that can work on different mobile phones, Iphone, Black Berry ,Windows Phones and Android
Phones. The project is simply a voice recognition mobile application that can translate a voice into an SMS message. The software must recognize English and Arabic speech.
